No, and they are not doing the same job. Your kundli is calculated from the minute you were born with Swiss Ephemeris. Run it a hundred times and it gives the same chart. A tarot reading is a shuffle, and a different shuffle gives different cards. Both are on this site, but we keep the difference between them clear.
That is for you to decide, and we are not going to tell you it is harmless or that it is dangerous. What we can tell you is what it is: seventy-eight pictures, drawn in London in 1909, dealt in a random order, each with a written meaning that does not change. Nothing is called on, and you are not asked to do anything.
Yes. Once a card is drawn it cannot come up again in the same reading, and each one lands upright or reversed on a coin flip. Pleasant cards are not favoured: the Tower is exactly as likely as the Sun. Every draw returns the seed it was shuffled with, so the same seed deals the same cards forever.
It came out of the shuffle upside down, so it is read differently. Usually it means the same meaning blocked, delayed, overdone or turned inward, rather than its opposite. Every card here carries both readings, and the one you drew is the one shown. We say "reversed" in words rather than printing the picture upside down.

Think of the mahadasha as the season, the antardasha as the weather inside it, and the pratyantardasha as the day itself. Ashtakoot compares two charts on eight kootas weighted one to eight, and the weights matter more than the total. Nadi alone is worth eight, so two charts can total 24 and still be refused on Nadi dosha, while a 22 with every koota clean is often read as the better match.
