Pradosh vrat is kept for Shiva on Trayodashi, the thirteenth tithi, twice a month.
For New Delhi, in IST. A tithi begins and ends at the same moment everywhere; the day a vrat falls on, and its hours, are New Delhi’s and can differ by a day abroad.
Its puja is in pradosh kaal, the hour or two after sunset, when Shiva is said to dance in Kailash. A Pradosh takes the name of its weekday: Som Pradosh on a Monday, Bhaum Pradosh on a Tuesday, Shani Pradosh on a Saturday, and so on, and tradition gives each its own wish: Som for Shiva’s grace, Bhaum for health and relief from debt, Shani for children.
Pradosh is kept on the evening whose pradosh kaal holds more of Trayodashi. Pradosh kaal here is the standard panchang window: from sunset to the end of the first fifth of the night, about two to two and a half hours. When Trayodashi touches neither evening, it is the day it holds at sunrise. The puja time given for each date is the part of pradosh kaal in which Trayodashi runs.

It happens often. Many keep both: on Dwadashi they do a symbolic parana with water and continue into the Pradosh fast, breaking it after the evening puja.
