A tithi is kept on the day it is running at sunrise, so a tithi that begins after sunrise is usually kept the next day. In other cities the minutes shift with sunrise; the panchang gives your city.
Across these, Amavasya lasted from 25 to 27 hours: a tithi is a 12° step of the Moon from the Sun, and the Moon moves faster near perigee, so no two are the same length.
Purna tithi, by Muhurta Chintamani’s five groups
Amavasya: kept for pitru tarpan, daan and quiet puja, not for new starts.
The groups repeat every five tithis: Nanda (1, 6, 11) for joy, Bhadra (2, 7, 12) for lasting work, Jaya (3, 8, 13) for victory, Rikta (4, 9, 14) for clearing, and Purna (5, 10, 15) for any good start. A muhurat also weighs the weekday, nakshatra and lagna. Muhurat
In the Shukla paksha the Moon waxes from the new Moon to the full; in the Krishna paksha it wanes back. The same tithi name comes twice a month, and the paksha is said with it.
The next Amavasya begins Sun 8 Nov, 11:28 AM and ends Mon 9 Nov, 12:32 PM, New Delhi time.
Pitru tarpan, daan and quiet puja; tradition keeps new starts off Amavasya.
Amavasya: Pitra.
The panchang gives the tithi at sunrise where you are, with its end time.
