The full moon of Pausha, and the start of the Magha bathing month.

Pausha Purnima is Paush Shukla Purnima, the Purnima of the shukla paksha of Paush, so its date is the day on which this tithi is running at sunrise. A tithi begins and ends at a real minute, not at midnight, which is why the moment decides the day, and why the same festival can fall on a different date in another country.

Pausha Purnima is the full moon of Paush, a month tradition holds least auspicious for new beginnings in the north, yet one that still closes with its own Purnima customs: a bath in a holy river, a day’s vrat for those who keep one, and Satyanarayan puja in the many homes that hold it on a Purnima. In Prayagraj it is read as the day the Magh Mela’s month-long kalpavas, a month of simple living on the riverbank, formally begins for many pilgrims, ahead of the bigger bathing days still to come in Magh.
Some families, mostly in Haryana and the hill districts near the Shakambhari Devi temple, keep this Purnima as Shakambhari Jayanti, the close of an eight-day Navratri of its own kept to the goddess in Paush rather than the better-known ones of Chaitra and Ashwin, as popular tradition holds it. For most other homes, though, the day is kept simply, with a bath, a little daan and a Satyanarayan katha if the family’s custom calls for one.
Bathe at dawn, in a river if you can reach one, or with a little Ganga jal added to the bathing water at home.
Keep a vrat through the day if your family does, on phalahar (fruit and vrat food) rather than grain, and break it after the evening puja.
If your family keeps Satyanarayan puja on this Purnima, set up a chowki with his picture, offer panchamrit and sheera (the prasad of wheat flour, ghee and sugar), and read the katha with the family gathered.
Offer daan of grain, til, gud, blankets or money to the poor or at a temple, since a Purnima’s charity is held to carry its own merit.
In the evening, light a diya before the family deity and share the day’s prasad, closing the Purnima the way your household usually ends any such day.
Source: Satyanarayan Vrat Katha, read from the Skanda Purana in homes that keep this puja on the Purnima
The Skanda Purana tells how the sage Narada once asked Vishnu how people caught in the sorrows of this world might find peace. Vishnu answered that whoever keeps the vrat of Satyanarayan, his own form as the god of truth, and gathers family and neighbours to hear the katha and share the prasad of sheera, finds relief from hardship, and that the vrat may be kept on any Purnima or Ekadashi.
The Purana then tells of a poor Brahmin who kept the vow faithfully and prospered, of a woodcutter who did the same, and of a merchant and a king who once neglected the vrat after making it and fell into trouble until they returned to it; each story closes by showing that the vrat is kept not for wealth itself but for the truthfulness it asks of the one who keeps it.
What to do
What to avoid
In Haryana and the hill country near the Shakambhari Devi temple, this Purnima closes an eight-day Navratri of its own, Shakambhari Jayanti, kept by families who follow that goddess, as popular tradition holds it; this Navratri is far smaller than Chaitra or Sharad Navratri and is not kept everywhere.
A Purnima is read at sunrise, so its date can differ by a day between cities and countries when the tithi changes close to that hour; in Prayagraj the same day also marks the start of a month of kalpavas for many pilgrims ahead of Magh’s larger bathing days.

Pausha Purnima is kept on the day its tithi, Purnima, is running at sunrise. The tithi begins and ends at the same instant all over the world, but sunrise comes at its own hour in every place, so in the US or UK the day that holds it can be a day earlier than in India.
